Charles
Charles Sylvanus Boye is a Sierra Leonean communications, public relations and development professional with over 15 years of experience spanning strategic communication, advocacy, stakeholder engagement, community development, media, and public affairs.
He holds a degree in Communication from Marymount University in Virginia, a professional diploma from the RNTC Media Institute in the Netherlands, and a diploma in Peace and Conflict Studies from the Evangelical College of Theology in Freetown. His professional journey has taken him through several important institutions and development initiatives in Sierra Leone.
Charles began his career working with the Outreach Department of the Special Court for Sierra Leone, contributing to public outreach and communication around one of the country’s most significant transitional justice processes. He subsequently worked with the Development Initiative Program (DIP) as a District Supervisor for Port Loko and Koinadugu under a UNICEF-funded programme.
His career has also included serving as Country Director of MasterPeace Sierra Leone, Communications Officer/Communication Specialist for SELI Hydropower Ltd. during the Bumbuna Phase 2 project, and Outreach Officer within the Strategic Communication Unit of the Ministry of Information and Civic Education, where he played a leading role in the government’s weekly press conference programme.
A significant part of Charles’ professional identity is his ability to connect communication with community development and stakeholder engagement. At SELI Hydropower, he developed and implemented communication approaches aimed at rebuilding trust and strengthening relationships between the company, Project Affected Communities and government stakeholders. His work has involved communities, government institutions, development partners, civil society and the media.
Charles currently serves as Global Participation Manager for OceanLove, where he works to strengthen participation from countries across the world in ocean protection and environmental initiatives. He has played a leading role in recruiting and coordinating OceanLove Ambassadors and supporting the OceanLove Innovation Award, which attracted more than 260 applications from 15 countries in 2025.
He is also Secretary General of African Media Globe (AMG), a Pan-African media network of RNTC alumni, where he contributes to strengthening professional collaboration and communication across Africa.
Beyond his professional responsibilities, Charles is passionate about youth development, leadership, social justice, community empowerment, environmental protection and responsible citizenship. He is particularly interested in encouraging young Africans to recognise their capacity to lead rather than simply waiting to become “future leaders.” His interest in leadership and organisational development has also motivated his aspiration to pursue a Master’s degree in Organizational Leadership.
Charles is a strong believer in the power of communication, storytelling and public engagement to influence society positively. He frequently uses writing and public commentary to raise awareness about issues affecting children, communities, young people, the environment and Sierra Leonean society.
As a father, he is also deeply invested in nurturing the talents and character of his daughter, particularly her abilities in storytelling, reading, writing and communication.
